Japanese Universities Struggle to Set up Online Courses and E-learning

Japanese universities and higher education are struggling with trying to set up online learning systems and courses for their students. Outside of a very few select professors who were working on trying to run online courses or at least partial online courses, online learning in Japan was far behind the US and many countries in Europe and Asia. I would guess that overall in all Japanese higher education institutions, the majority are presently 10-20 years behind the US and many developed countries in Europe and Asia when it comes to successful online and e-learning. The most up to date e-learning IT technology systems and programs are not very common or known in most Japanese universities. The Japanese faculty don't have much experience and do not know very much on how to conduct online courses and optimize the technology. Many Japanese university staff have no idea of where to even start or what to do in moving forward on the sudden online movement. Many Japanese students do not have a computer and just their cell phone. But to participate in serious online courses you need to have a computer. So on every front, university systems and technology, faculty experience and ability, student's access and knowing how to participate and learn in online courses, Japan has years of catching up to do. The silver lining is that this is exactly what Japanese universities and higher education needed to be forced into the 21st century of online learning/systems and will have to acquire and develop a solid online and e-learning system. But ironically, this process of acquiring and adapting new concepts and ideas is what Japan does best, once they are forced by outside circumstances to open up and accept the inevitable. (Like the Black Ship).
